1. Reverse engineering
Make BPO/LBPO based on objects + skills not BPs. Have the result be a BPO or a Limited run BPO.
2. Prototyping/Invention
Make it based on BPO/LBPO + skills. Allow players to create T2 items which are derived from prototyping T1 BPO/LBPO for a set of choices. Examples: Ammo, range, dmg, reload. Ships: Drone/cargo bays add/increase, cap, power.
3. Calvary
Reassign all gate guards as Calvary. Have them patrol all their related empire space looking for bad guys. Patrol times should be based on system sec rating. 1.0 space the Calvary has a garrison and instantly chases bad guys. In 0.1 systems the Calvary patrols every 20 min
4. Repopulate the high quality ores back into empire.
.1 to .5 systems should have bisk and other high quality ores. No valid reason for them not to.
5. Player created/owned gates
The gates must be anchored, maintained by players and requires a power module (instead of a tower) similar to those used in dead space complexes. These can be password protected and could also collect a toll for non corp members. They can be used as proprietary gates or as toll roads to shave off jumps. Jump range would depend on power module. Small: up to 5 systems away. Large: up to 10 systems away. Galactic: up to 20 systems away.

7. Salvaging:
Do not limit it to a few parts, have X amount of scrap metal and X% of usable ship parts. Basically a ship could be cut in half during a battle. Well the good half could be salvaged (must fit in cargo space) and used to rebuild a new ship. On one end, if you need X amount of minerals to build a ship you simply reprocess the salvaged ship thus requiring less minerals if building the same class/type of ship or less processed minerals if building a different ship. On the other side, if you find the back half of a Raven and later find the front half you can use both halves plus a small amount of minerals to make a new Raven.
8. Remove the BPO lottery and replace it with research agents providing BPOs for LP:
Set it to a fair amount. A small ammo BPO can be traded for 50 LP, A Raven BS BPO will cost 100,000 LP and a player could get a capital ship for 10,000,000,000 LP. Actually base it on normal (not inflated or deflated) market value and apply LP for isk at 1 to 1 value. The player goes to the Research Agent and says, Ok I have X LPs with you what can I buy. The Research agent would provide a list of all the BPOs the player could afford based on Race of course. An Amarr agent would not BPs for other race items.
9. Hyper jump skill based on Exploration skill.
A hyper jump module would allow a player to jump to any point picked on a system map or at lvl3+ to the next system. This can be used with the scanner or as part of it. In a system, the player sees something and picks a point on the map. This creates a BM that the player can jump to. Through adjusting the scanning range the explorer can find lost or hidden areas. For intergalactic jump mode the player uses the regional map and pulls up a system map 1 jump away. The system can be explored (have existing gates) or be unexplored (will require player owned gates). The player picks a spot on the destination map which creates a BM to jump to.
10. Point Defense System
The PDS should require a slot similar to tractor beams or NOS. Depending on the PDS skill which adjusts recharge time it destroys a single missile in flight. At lvl1 skill the PDS would be able to destroy every missile launched by a single enemy turret. At lvl5, 5 missiles fired from 5 diffrent launchers could be shot down.
